Bill aids PTSD sufferers

State Rep. Diana Maldonado (D-Round Rock) has filed legislation in hopes of helping provide assistance for veterans suffering from post-combat mental health issues, including post traumatic stress disorder
Her bill, HB 4173, would require the Texas Department of State Health Services to create and disseminate guidelines based on those set by the National Center for Post Traumatic Stress Disorder of the Veterans Health Administration. The health department would be required to send those guidelines and educational materials to local providers of behavioral rehabilitation and community centers.
The bill is designed to aid veterans returning from war zones with integration back into their families and communities. The bill targets those who have PTSD, experienced traumatic brain injury or were sexually assaulted while in the military.
Returning soldiers involved in violent altercations are sometimes mentally scarred by the events they witnessed. Sufferers of PTSD can become paranoid or violent from slight cues that send them back into the state of mind of war.
Included in the bill is an outreach program that will let veterans and their families know what services are available to veterans. Families will be made aware of a slew of programs available to them, such as higher education benefits and family group therapy.
Maldonado said a trip to Camp Mabry and meetings with soldiers sparked the idea to file the bill.
The attitude of soldiers returning from battle sometimes prohibits them from recognizing or acknowledging symptoms that may indicate mental health issues, Maldonado said. The bill would create outreach materials that would not only be distributed to soldiers unfamiliar with the disorders, but also their families, who may notice symptoms before the soldier is even aware.
"The realization is that (PTSD) has been out there, but it hasn't been addressed because of lack of funding and lack of outreach," she said.
The House Public Health Committee is currently reviewing the bill. State Sen. Leticia Van de Putte (D-San Antonio) has filed similar legislation in the Senate.
