Council gives OK to wellness program

COOKEVILLE -- An annual wellness program that will be offered to city employees, their spouses and retirees was approved last night by the Cookeville City Council.

In a relatively light agenda, the council also approved a change order for a system-wide SCADA, or system control and data acquisition, contract for the water department and made two new appointments to the Cookeville-Putnam County Industrial Development Board -- Bob Duncan and Allen Ray were selected to fill the unexpired terms of Randy Carlile and Terry Kendall, who no longer reside within the city limits as required. Duncan will fill Kendall's seat, which expires in May 2011, and Ray will fill Carlile's seat, which expires in May 2013.

The health screenings, meanwhile, will be offered as part of a wellness program agreement with the city and Cookeville Regional Medical Center and are scheduled for Oct. 5-6. The make up day is Oct. 14. Among the offered tests, which include height and weight checks, lipid profiles, PSA exams and mammograms, a flu and H1H1 vaccine will also be available.

"This program has been offered to our employees for several years, it's a nice benefit and it's very popular among the employees," said Gail Fowler, human resources director for the city. Last year, she said 364 people took part in the screenings. "Additionally, we are also looking to contract with the hospital to participate in their health clinic, hopefully I'll be bringing that contract to you very soon and that will provide an additional avenue for employees to seek medical attention."

For the water department, the council approved two items. First, a change order to a contract with M/R Systems for the purchase and installation of a new SCADA system, which would allow the department to monitor all wastewater pumping stations and all water tanks. The change order will include recommended spare parts and the contractor has quoted a price of $6,852.79.

"We thought we had included that in the contract, we did not," said Ronnie Kelly, water department director.

"We requested the contractor provide us with a price for the recommended spare parts for one of the units. Because we've got 26 units, they're all the same, so all the spare parts are interchangeable." That increase can be added to a current SRF loan, Kelly said in a memo, which allows for a 40 percent principal forgiveness.

The new contract amount will be for $364,508.79.

Kelly also requested the council approve a bid for road paving at the water treatment plant. Highways Inc. submitted the lowest price proposal for that project at $66,980.

In other business, the council approved several other bids. The council awarded a bid for a front load sanitation truck for public works -- Stringfellow Inc. priced a 2010 Mack with heil packager for $206,364 -- and a bid for patrol vehicles for the police department.

Wilson County Motor Co. submitted the lowest price for a 2011 Chevrolet Impala at $20,023.

Under the consent agenda, the council awarded more bids for transport seat belt, weapons sight, body armor/carrier and emergency response equipment and uniforms for the police department, approved the purchase of sanitation carts for public works and a bid for a crimp tool for the electric department.

Also set was a date for a public hearing on the rezoning of a portion of property at Boyd Farris Road from LM, light manufacturing, to RS20, single family residental. That item was unanimously approved by the Cookeville Planning Commission in August. The first reading and public hearing will be set for Oct. 7.
